I keep freezing/lagging

Hey, I've got an issue when joining our TTT server. I keep freezing every few seconds for a few seconds in itself before returning. This makes combat about 100% harder and even just traversing the map difficult. So far I've (In the following order) Restarted Gmod, restarted my laptop, changed settings including compatibility, uninstalled and reinstalled Gmod, checked my addons to make sure they are verified. Thus far nothing has worked. I continue to get my usual 15-30fps however random freezes occur. The window is still "Responding" however the game simply freezes while any movement keys continue to move me I cannot see this. This only happened today and has worked fine forever. Thanks, any suggestions are appreciated.

I have had reports of this over the weekend, there have been no server side changes so i shall check the hosts logs and see what was happening
